Pandemonium isn't very powerful as an attacker, but it has some useful abilities. You draw it from Fujin in Balamb on Disc 2. He has both Strength Junction (more damage to enemies!) and Speed Junction, both of which are very useful. Pandemonium's Initiative ability is cool too, as it enables you to attack right when a battle begins, so you can get that early attack in. I guess its good abilities round out its somewhat lacking attack power.
